Remarks
_OvrlnitExt checks for the presence of extended memory, using the known methods to detect the presence of other programs using extended mem-ory, and allocates memory from it. If startAddress is zero, the overlay manager determines the start address and uses, at most, the size of the overlays. If startAddress is not zero, then the overlay manager uses the extended memory above that address.
In both cases, a nonzero length parameter gives the limit of the usable extended memory by the overlay manager.
Return value
_OvrlnitExt returns 0 if the overlay manager is able to use extended memory for swapping.
